The two lieges agreed on a compromise to the situation considering it was taking.....X amount of time.
I think it better to suggest that we put the part about Viceroys with no powers being able to do things.....

Someone tell me it wasn't that easy, honestly I want someone to tell me I'm wrong and this is another one of those situations where the public rules are wrong
Sounds to me like the viceroy goes anywhere and is essentially in charge unless the leige is already there ontop of already being able to approve marches, I don't know though.... seems to simple and stright forward to be confused

Cao never was 'given' any cities. If I were in charge, I would've given Ning his supplies and troops. I mean, no matter WHEN you and Cao marched, Ning would've moved troops to counter you before you arrived (had you not teleported and voided PREVIOUS supply movements ). There's really no disputing it. JUST like there's no disputing that you and Cao would've remarched 1 or 2 days after being denied (either through Ziyi, or after Cao was given permission).
.....aaand yet, instead of going 'well, obviously, the fair and logical ting to do is move the march back a day, and let the supply movements stand', we instead have people going 'you cheated MORE than my side, so our side... should have the unfair advantage...? Please?'

It's amazing how little this means, in fact the except you boloded only proves my point about viceroys approving marches in the city there in as it pertains to the 12 hour work rule.

Well I got news for all of ya - 2 weeks, no battle. Worked out well so far, huh? 
Of corse you would if you were in charge, cause that's the biased thing to do! you summed up the problem yourself though, based on whenever we marched is about when ning should have put his troop movement through, it wasn't hard to look at the march spots (just cao cao in the north gate with horsebows) and count the number of turns till the first unit will arrive, and have your troops in on time... no he waited untill the 31st like he was just guessing when the first unit would thow the city in lockdown, and then apparently (as I'm told) did his Gan Ning thing, waited till his force got dissadvantaged (Because of his own minor flub up) and complain about it in the mod board.
2 weeks behind, of corse it is when the leige on the reciving end is using his acess to the mod board to be pissin and moaning about it and freezes the battle that way for NINE days. You act suprised the battles behind with that happening.

I'd like to know how you even know what goes in on the mod board. Your far off.
The fact is Cao Cao wasn't given any cities control over...so he didn't have the ability to approve yourself and his march. Understand now?
I didn't 'wait till my force was disadvantaged' I waited until someone took the march (because the march was still pending liege approval).
Oh and I'm not the one that froze the battle either.
Whatever you are being "told" you should just keep it to yourself. All things considered.

So now we're picking on sentences? The wording's irrelevant, Meng--the fact is; a Viceroy is GIVEN control over specific cities by the liege. This would be, I'd assume, to stop them ever overstepping their authority and moving troops or supplies just before a lockdown, or purposely naming themselves or other untrustworthy officers prefect of a stockpile city.
Biased? The whole idea that you did your 'super 3 second search' and purposely IGNORED that part of the rule makes me wonder if I couldn't accuse you of the same thing.
In fact, what's your suggestion? To void Ning's movements entirely, and have the rule ignored just this once for your benefit? Xing and Fan had a viceroy rank set up, which they set up based on the rule section I quoted before. Your situation is nothing extraordinary, no matter how much you and Ning's officers want it to be. It's just a rule that was ignored, and then argued over by BOTH sides for 2 weeks because they seem to think they're entiteled to some 'extra' perks.

You're saying he should've been looking through YOUR cities to learn about YOUR march, then move supplies to counter it? Are you serious? Well, while you make up random excuses, I'll give ya one've my own--Cao WASN'T given control over Xiang Yang--Not once. Ever. El Zilcho--and, the fact is, Cao couldn't march without liege confirmation.
Now, if Ziyi HAD said 'I allow this march' that same day, you'd have ALOT more to go on... but she didn't.
Yes, this info was delayed 3 days. But guess what? So was the march! It is completely IRRELEVANT whether or not Cao knew the rules--they still exist (IN the member section, as well). It is completely irrelevant how long it took for him to be notified (Though you can chalk that up to rule listings and slow battle mods), but it is a FACT that you would have been delayed a day or two because, obviously, your march would've been denied (had you not an angry force pushing to ignore the rule. )
So, simple solution--the march goes back 2 days, the supply movements stand. It's not unfair in the slightest (Your delay would have given time for the supply movements to come into effect, even WITH a teleport march), and not at all biased. Flinging around stuff like that when you're trying to break a rule to get an advantage you LOST a week ago is so hypocritical it ain't funny.

Wrong wait, I'm saying you waited till your forace was disadvanatged and then there was magically a problem with how he approved the march. If you have a problem with something come up with it ASAP, need I bring up a march of mine you turned down for no reason? I came back todays later only because those two days I had no internet connection.

Bya... well jesus I wait almost all day for you and you didn't do anything, all I have to say: see second posting of quoting from Ning.
Now the second half... well you tried... and failed... like you don't look at enemy movements/marches and stuff, what kind of person would've ignored such information. The fact is all I said was look at the map and count for yourself how quickly a horsebow units gonna get there, kinda like how ning started moving stuff into chang an on the 19 all the way up to hours before his enemy would've arrived, So from my postion (as I've been saying all along) he didn't think ahead and when something fell behind and then got caught up he got caught off gaurd and couldn't get his own movements in, I have an idea as to why this happened but it's nothing that I can hope to prove because of reasons I'll not put out here.
So my suggestion, if you must ask again, is that you all shut up and put up with the fudge cracker situation you put yourself in.

I would like to make some suggestions about Skill Allocation for claiming. At the present moment this is the current system:
Warrior: 1 Unit Battle Skill, 2 Duel Skills
Scholar: 1 Int-based Battle Skill, 1 Debate, 1 Work
Charmer: 1 Work, 1 Stat, 1 Debate
Minister: 3 Work
Leader: 3 Unit Battle
Politician: 2 Work, 1 Debate
General: 2 Unit Battle, 1 Duel
Warlord: 1 Work, 1 Int-based Battle, 1 Trap
Standard: Random roll of 0-5 to choose amount, then the skills are randomly rolled
All Around: Choice of any 3(Historical Characters are unable to use)
Here is my proposal:
Have two set in stone with the ability to pick a 3rd one from the lot.
here is the ones I would put in:
Warrior: 1 Unit Battle Skill, 1 Duel Skills
Scholar: 1 Debate, 1 Work or 1 Item, 1 Work
Charmer: 1 Stat, 1 Debate
Minister: 2 Work
Leader: 2 Unit Battle
Politician: 1 Work, 1 Debate
General: 2 Battle(INT-based, Unit or Trap)
Warlord: 1 Work, 1 Battle(INT-based, Unit or Trap)
Standard and All-Round are the same

My only issue with that is that people might find 1-2 that works for everyone... and everyone picks it. Kind of like Flying General, or Drafter if it becomes a starter skill.
I also prefer the battle skills split up, but that may just be me. I completely understand your suggestion though. I just have my own opinion (which is biased, because I made all of those templates pre-S3 <.<)

Don't you hate em? The delays procedure, I mean--not the mods. I love the mods! But who's bright idea was it to delay battles to the point where marching to defend or attack a city could be delayed 10 or so turns just because ONE mod let ONE battle fall behind?!
What do I mean, you ask? Well, let's say Shu Xing marches from Xia Pi with 5000 troops, heading for Shou Chun... but *BUM BUM BUUUUMMM* a mod lets it fall behind a week.
Now... eventually, he arrives at Shou Chun, where Shang BangLang is waiting for him with 3000 troops. The battle seems pretty slow moving, but then... DISASTER! Shang moves out of the gates and is obliterated!!
Oh no! But Shu's army is severely damaged, and the gate is still strong. Of course, this can't hold him forever, but, luckily... Shang has an ally (yay) in his good friend, Ernn Puurn Herng *cough-Splutter-cough*!
But wait! Here we find the problem. Ernn Puurn Herng *throat lozenge* marches to relieve his ally, after seeing his unit suffer defeat, and marches from Xu Chang. He arrives at the Chang/Chun border, annnnndd... can't cross over yet.
What? Why?!!
He is informed that, because he's approximately 7 days ahead of the march, he CANNOT reinforce it until their date catches up with his. Helplessly, Ernn has to sit by and watch, paralyzed, as his ally's city gates are broken down, and his city taken.
... see the problem?
This system is terrible. If one mod is busy, biased or just plain lazy, they could hold up a battle to the point where it can be abused because it's in a DIFFERENT TIMEZONE than the rest of the game.
This is a TERRIBLE system. While I'm at it, stored up work days are just as bad (it ENCOURAGES slowing a battle, instead of speeding it up, for a quick burst of work when the unit finally settles).
"But Bya! It's not fair that we miss out on work for being in battle!"
No, it's not. Just like it's unfair that you can store up days and days of work and use them ALL at once on a newly captured city's gates.
If a battle is behind, it should be caught up--be it through early postings (when all the turns have come in), or through multiple turn send ins (in smaller battles). It should NOT mess with the rest of the game, or INVITE exploitation and abuse from crafty members who realise they can be used to power up gates or mega draft troops.
Fix this--it's easy. This shouldn't even BE a suggestion.

Hmmm, might it be possible for there to be a class for Created Characters thats more ruler-based?
I'm thinking basically the same stats as General, but maybe with a Work skill instead of a Duel skill, since rulers probably wouldn't go off dueling all the time.
