Zhuge Jin walks swiftly into the council chamber, hoping that he looked presentable for such an honorable guest. He had heard much of Gan Ning's martial prowess and was quite excited to meet the legend himself.
"Honorable Lord Gan Ning, it is my humblest pleasure to meet you. Your name has become known to my ears by the mouths of many travellers," Zhuge Jin began, bowing deepy. "I hope you did not find your travel here to be too much of a hassle."

Gan Ning bowed lightly to Zhuge Jin as he entered, which was only proper of course seeing as Ning was the guest. "It flatters me someone of such high esteem has heard of me" Ning replied flashing a friendly smile. "As for my journey, it was uneventful, dull even" He said with a nod. Ning scratched the back of his head lightly "However there's a reason I've come here, to hear directly from you why I should offer my services to your lord." His features bared a carefree smile as he waited for Zhuge Jin's response.

Zhuge Jin walks over to the window, where looking out you could see the city and the construction being done for the expansion of the city.
"My lord, look with me here. Zi Tong was a humble city when Lord Zhang Xi arrived: strong, but with untapped potential. With his careful leadership, it has now become a jewel of Yizhou. Lord Zhang Xi has shown himself a leader in civil affairs and a leader of men on the field of battle; like a tiger is he both wise and fierce."
He turns now and addresses Gan Ning directly.
"In the former days of our land, Xi Zi didn’t desert early and brought upon himself a dangerous predicament. Wei Zi went to Yin and Han Xin submitted to Han. I would say that Lord Gan Ning has the prudence of the latter two of the three I have mentioned," Zhuge Jin smiled. "Both were great generals who became indispensable to their lord. We have done much here, Lord Gan Ning, but we are capable of more if only you were to help us like the heroes of old with your great skill and rare talents."

Gan Ning nodded as he contemplated Zhuge Jin's words. "Hmmm..." Ning took a pause thinking of how he word respond. "Yes I see your point Lord Jin, however I simply feel I could do more good else where." Ning looked down, npot wishing to offend his host more than neccesary. "Let us be honest, you simply do not need me" Ning looked up now, straight at Zhuge Jin. "With your leave." Ning bowed his head and had already headed off to leave, he would only stop if Zhuge Jin insisted.

Zhang Xi had been informed that Zhuge Jin had yet another visitor, and he was here in the council. Turning from his current occupation of studying the weeks reports, Xi steps out from his personal chamber into the open hall. There he saw Zhuge Jin in mid conversation with a man he had never met. Gan Ning's build suggested a great degree of martial prowess, such men were few and far between as of late. To Xi's dismay, it looked as if the stranger was just leaving. Nonetheless, Zhang Xi resolved to make Gan Ning's aquaitance.
"Honorable sir, before you leave Yi, allow me to introduce myself. I am Zhang Xi, Governor of this city. When I was informed of your arrival, I had no idea you were a man of such obvious military skill. You look as if you'd be an able match for even my best general. But it seems my manners have fled me, what would be the name of our honored guest?"

Zhuge Jin moved quickly, placing his hand upon Gan Ning's shoulder to prevent him from hopefully going any further.
"Lord Gan Ning, before you depart, I ask that you hear out Lord Zhang Xi himself. He will tell you plainly how much your contribution would mean to us, and that we all have our roles to play in a much larger way than you are able to see now."

Zhuge Jin's remark made it clear to Zhang Xi the purpose of the meeting. The fact that such a individual would come to inquire of service, was itself a sure sign to Xi. Yet had Ning truly come all this way to simply leave? Perhaps Zhuge Jin's articulated speech was not the right approuch to securing Gan Ning's service. Contemplating, Xi looked to the man. He seemed like a tiger, ready to prove it's strength. Only a lord who could provide such opportunity was worthy for patronage. With a serious look about his face, Zhang Xi gestures in respect to Gan Ning. He then makes his argument, saying,
"A phoenix may only fly alongside another phoenix. Gan Ning, you are an individual of profound skill. Being so, you should only offer service to one who will harness your abilties to it's full potential. Look around you, I have not built up Zi Tong from a backwater to a respectable city by being careless with my officers. Each is appointed to a specialized office; each given assignment reflecting their own skills. Should you join Yi, your strength would indeed be put to great use. Our army will soon require generals to lead. I give you the opportunity to prove both your own strength and that of this kingdom. Ultimately, it is your decision. Accept my service and you will be welcomed. If your to refuse, then may we meet on the battlefield as ether ally or enemy."

"I wish an audience with the liege. This is a matter of utter importance to the state."

The captain ran to tell his liege of Military Official Zhai Quan's request. Xi was sitting at the head of the council table when the message was relayed. Eager to hear this matter which was of such vital importance, he made a turn of his wrist, ordering Zhai Quan to be ushered in.

Zhai Quan enters finding his liege, after the customs of respect were finished Zhai quickly gets to the matter at hand.
"Sir, I am very grateful for the hospitality I have received in your kingdom, and that the military is being allowed to stretch Yi's domain. Yet there is a matter I cannot continue to ignore. The payment that we have received, though acceptable to the civil and administrative officials, is unworthy to the military. You pay us on the work of the people, but we desire the spoils of war. I will not allow payment to my person in the future unless it comes from the direct defeat of our enemy and his people. your officer core has unanimously decided this will make us strong and honorable. furthermore, though I am satisfied you listened to the council of your military advisors in sending an army to mian zhu, I was not assigned the task. I also wish to be given men to command, thus I offer you this. I will not only withhold payment for the better of the state, but also wish for you to take my reserves in gold, my wish is for you my liege, to recruit men in my stead so I may take them into my personal gaurd and we may prosper in the forced degradation of Yi's enemies"

Leaning forward in his seat, Zhang Xi chuckles to himself. Indeed Zhai Quan had been well advised by his 'servant'. Xi had never asked how he came about such a learned individual, or the details of the supposed enslavement. It mattered not, so long as both men continued to commit themselves. Xi strokes the hairs of his chin, considering Zhai Quan's words carefully. Although be it honorable, to withold pay for the good of the kingdom, the request is motivated by a previously unseen rivalry between Yi's two military officials. This was no small matter. The situation could prove as much a threat as a benefit.
"Zhai Quan, your actions today are somewhat disheartening. Your words have disrespected not only a fellow commander who is merely preforming his alloted duty, but also that of the civil and administraitive offices. All to advance your own position and prestige at the expense of the others."
Zhang Xi steps up from his seat and approuches Zhai Quan. With a smile and a laugh, Xi smacks his hand upon the man's shoulder.
"This kingdom needs more men like you. You have the cunning to sidestep rivals and the ruthlessness to spare no enemy if commanded. I cannot ignore your request. As the tiger must continuously expand it's domain, so too must the general expand that of his lord. Provide the means to do so, and I will grant your own command."

Zhuge Jin stands aside as Zhai Quan exits the Council chambers. He then makes his way slowly towards the throne, and, standing several paces away, he bows respectfully.
"You wanted to speak with me, Lord Zhang Xi?"
