Why wasn't Xi reacting? Yue's fist clenched. His calculations had SPECIFICALLY come to the conclusion that Xi would react with rage. But the man was just palming it off! Yue's short temper flared, his rage building within him. Everything had been delivered perfectly, why was it no working?!
"Hold!" His arm was gripped by a guard, but Yue struggled against the grip. "You can't just walk away, Xi! We are not done! Xi! I demand you face me!"
Two guards gripped him, pulling him away. But Yue, being a talented warrior, broke free and forced them both to the ground. He was not done, not until he got the satisfaction he had calculated.
Yelling, almost spitting, Yue continued. "I swear to you, Xi. If you turn your back now, I will bring a plague upon your household!"

Zhang Xi turns his back on Yue Yi. Taking one last look at the sorry sight, he then exited the council hall. The guards being sufficiently angered by this point, were determined to see Yue Yi away from Zi Tong. Any further resistance would provoke a response by men who's temepers were at their limit.

With a sneer of his teeth, Yue Yi pulled his arms free from the insects around him. This time, he turned around and stormed out of the council hall.

As Zhang Xi held his morning council meeting, the doors swing open to reveal a message runner, who was apparently exhausted from a prolonged jouney. He interupted the morning's procedings to deliver an urgent message. Bowing to Lord Zhang Xi, he made his report.
"Governor Zhang Xi, I come with news regarding our neighbours to the South. It seems a group of Nanman barbarians had amassed themselves outside the walls of Jian Ning. In an attepmt to prove their martial prowess, they killed a guard with a single arrow. The move was ill advised however, for it was responded to by ordering the enitre party slaughtered. Though it seems they offered no resistance other then the initial offense."
After confering the entirety of his report, the messenger bowed to his lord and left the council. All the officials present looked to Zhang Xi, wondering his thoughts on these events. Taking a moment to consider the matter, he spke,
"It is a shame that Lord Wen Yang is not so familiar with the traditions and customs of the Nan people to see they meant to merely prove themselves, or perhaps the barbarians should have taken into consideration his famous temper before they attepmted such provocation. Ether way, it is clear that the relation between Wen Yang and the people of the Nanman territories have become convoluded."
The gathered officials nodded their heads in agreement. Zhang Xi then continued with the meeting's previous agenda.

It was the beginning of the sixth month into Yi's reign. In such time, the residents of Zi Tong, under the leadership of Governor Zhang Xi, had created the foundations of a future power. The fields flourished; the markets boomed. Crime had fallen drastically, being that the city guard had become both disciplined and numerous. It seemed to be the beginning of a prosperous age.
Understanding the weariness of his subjects after a long month of drudgery, Zhang Xi arranged festivities for the masses. For three days the people of Zi Tong reveled in their new found wealth. In the markets, rare and exotic items sold; in the council hall, theartical dramas and comedies enacted; in the fields, equestrian races and feets of martial skill preformed. The wine flowed as the celebration ensued into it's last night.
Yet one who was not present during the festivities, was Governor Zhang Xi.

Exiting his private chamber, Zhang Xi steps out into the council hall to greet his visitor. He was surprised to find a young women waiting. He gestures in respect to Tsau Mei as he introducers himself, saying,
"Hello miss, allow me to personally welcome you to our humble city. I am Governor Zhang Xi. I have been informed you wish to speak with me. What is this matter which requires my presence?"

Zhang Xi was intrigued to have this unassuming women inquire about his kingdom. By looking at her, it seemed she possessed no martial skill, yet her eyes held a sharp look about them. Perhaps she could be of some use. For a moment, Xi considered Mei's question before answering.
"I must admit to you, Tsau Mei, I cannot say if my kingdom is any stronger than another. For a kingdom, just as a king, can be strong in one aspect and weak in another. The height of achievement comes not from mastering one skill, but to balance all things for the attainment a harmonious life. This is my style of leadership. I hope this answer suffices your curiosity. Now tell me Tsau Mei, will you aid me in bringing about a balanced and harmonious life for the people?"

"Very good. May you work to strengthen the domain of Our Lady. I name you Civil Official of Yi. Here is the seal of office, it signifies your new authority and ensures your commands will be obeyed. Your first assignment is to organize the city's Blacksmith. You will be a great aid in it's development. I look forward to reading the reports of your conduct."
Zhang Xi gives Tsau Mei the jade seal of civil office. After gesturing in respect to his new vassal, Xi leaves leaves the hall, returning to his private chamber. As the thick wooden doors close behind him, in the air was the faint scent of burning incense.

As the guard from earlier stated Gan Ning did indeed have to make his way through some construction work going on. Fortunately it was not heavy enough to be in passable, in fact it was uplifting to see the local lord take an interest in domestic affair, at least for the time being.
Ning entered the council building he made his presence be known by clearing his throat and waited for either Zhuge Jin to show up or a messenger on his behalf.
